The Political Marketplace Framework and Mass Starvation

In 2017, the UN raised alarm on famines in North-east Nigeria, Somalia, South Sudan and Yemen. Starvation has been used as a weapon of war Syria, Democratic Republic Congo currently among largest numbers severely food-insecure people any country assessed by Integrated Food Security Phase Classification (IPC) system. Each these sites mass starvation or famine can be understood ‘political marketplace’. They are characterised dominance transactional politics over public institutions, elite is conducted for factional personal political advantage, basis monetised patronage. This paper examines relationship between systems other forms starvation, outlines implications marketplace framework humanitarian action. It argues that both emerge from particular political-economic configurations economic precarity mismanagement, violent peripheral governance economies. Applying help improve information early warning systems, well programme decision-making, while helping humanitarians think more carefully about constant trade-offs they forced to make.
